LWV-VC continues to monitor the implementation of County Measure A
(November 1998 election), regarding green belts, Land Trust action, etc. The
progress is quite slow but we are assured by the county administrator and
Supervisor Flynn that the process is moving.

LWV-VC is watching closely the developments regarding the court suit
brought by Ventura County Supervisors vs. Los Angeles County Supervisors
and the Newhall Ranch Development proposal. As the court case progresses,
LWV-VC will seriously consider filing an Amicus Brief in support of the
Ventura County Supervisors case.

LWV-VC has made known its opposition to the proposed elementary school
site in Oxnard known as the "Emerson Avenue SE-3 site". It is located in the
South-East corner of the city, where the need is not critical. Children will be
bused across town to attend. The site is surrounded on three sides by working
agricultural land. Pesticide contamination is of prime concern. The League
highly favors neighborhood schools, and SE-2 would serve mainly children
from neighborhoods several miles away.

LWV-VC has appointed a representative to the "Ventura County Living Wage
Coalition" in Oxnard. Their goal is to develop and implement a living wage
ordinance in Oxnard.

Companies benefiting from City of Oxnard taxpayer dollars (tax credits,
subsidies or lucrative contracts) should pay their employees at least the amount
to raise a family of four up to the poverty level: $15,000 per year or $7.50 per
hour.

Companies that benefit from Oxnard taxpayer dollars should provide their
employees with full-family health insurance or must pay $9.50 per hour.
Oxnard should refuse to provide City contracts and subsidies to companies
that do not provide a living wage and full family health benefits to employees.
Oxnard is the first city in the County to take on this issue. When Oxnard has
enacted a 'living wage ordinance' the issue will move to other cities of Ventura
County - one city at a time.

The League's Social Policy positions provide the backing for action and
advocacy.

The Proposition 10 Commission is being formed. This commission will control
the millions of dollars from future cigarette tax money. The monies are to be used for health, safety and education applicable to children between the ages of one and five years.
